Bolt/Uber not picking up on arrivals

I have a complain regarding the treatment my sister got at the airport this morning she requested an Uber and the gentleman was advise that Uber is not allowed at arrivals, he had to go with bags to level 2. Kindly assist me in knowing where is it written at the airport to notify costumers that it only metataxis that are allowed to pick up on arrivals does the airport work with metataxis now that a customer has no right to choose which transportation they comfortable in?
