begging in toilets

When I arrived in the domestic arrivals luggage collection hall I went into the Mens toilet. There was a beggar in there (presumably an official cleaner). He literally stood at the door cusping his hands into a 'begging bowl' expecting everyone leaving the toilet to give him money. I never saw him cleaning. What a negative impression this creates to first time visitors to the city!
