ACSA or Mango Airline
Hi.<br> <br> I arrive back from a flight between Cape Town and Johannesburg on Friday, 20 March 2015, and found upon return my baggage's lock had been broken.<br> <br> First response I will get from ACSA or Mango is that I should have reported it at the airport immediately....is type of response shifting blame to me as the passenger....also seeing as any trip to the airport and back is such a rush due to parking costs etc etc...<br> <br> Secondly whose responsibility is it to ensure my baggage is handled safely....ACSA will want to blame Mango as according to CAA legalities the specific airline is responsible for my luggage but then Mango was not always in control of my luggage so they would want to lay blame elsewhere...<br> <br> The specific bag is a fairly expensive Cellini bag and I am saddened that it is damaged to the extent that it can't lock anymore.<br> <br> You're help in resolving my issue would be appreciated.<br> <br> Kind Regards.<br> Hendre Breed<br> <br>

The airlines and the ground handlers are the only entities that handle passenger baggage while we as ACSA provide and maintain the systems and the infrastructure for the transportation of baggage.
Under an Airport Security Programme (ASP), which is in line with civil aviation authority (CAA) and DOT regulation; in order for an airline to operate at our airports, it is mandatory that the airline conforms to the CAA approved ASP.
o Part 7 section 3.1.1 of the ASP states as follows:
3.1.1 Legal Authority
The authority for security control of hold baggage is the responsibility of relevant airline on which aircraft passengers and their hold baggage are traveling.
o Part 7 section 3.7.2 of the ASP states as follows:
3.7.2 Protection of Hold Baggage
This is an airline responsibility and procedures are detailed in the air carrier's security program
