Traded in car - Car settlement NOT paid yet (1 months and counting)

Traded in high-end Golf R (MFC) to ACS Pre-owned to purchase a vehicle (Wesbank) from them. Contract signed, deposit paid and deliveries made successfully. First time I noticed there was a problem was when debit order bounced because I switched bank accounts for the new vehicle debit order. The MFC debit order bounced on the FNB account because I was no longer expecting a debit order from them. I called MFC they said the car was not settled yet. From the 1st October till today, MFC lies between the salesman (Julian), Finance dept, and even the owner (Abdul). They send pillar-to-post that there they will follow-up and far as they know the vehicle has been paid up. I have escalated to MFC, and they keep peddling the same. They will pay tomorrow. Debit orders still get requested from the bank, yet the settlement has not been done. Bad bad business, as a paying customer having bought a high-end Range Rover, I suspect there are still many negatives coming from this deal. I noticed that there are signs of accident and paintwork on this car; an item that ACS did not tell me about.
