Online Delivery - none existent its been a month

Worst online shopping experience ever...A month later still no delivery order no: ***3. Ordered 23 Nov and I have been phoning and email their customer service all they say is we escalating to courier.If I don't phone no one gets back to me and when i call again it's escalating and waiting for feedback from courier.

I asked for refund and cancelation and was declined.Can I have refund I'm no longer interested in the purchase.
