Application declined once then you may never try again later

I app**** for a store account long ago and was decline. Now my score has been improved. I paid of some debts and have less expenses and more income, so I taught I will try again now. To my great disappointment, everytime I try to apply, I get a error message. Duplicate ID check failed. Application in decline status exist.

It seems if you were declined once, you may never ever try again. Does not matter if you improve your score. Because no credit check even gets done. I just get told there is a decline status existing on my name.

Never came across any store that will only review your application once in a lifetime
