False advertising

AC electrical sent two of their electricians as I need a COC. Before they came I specifically asked the lady working there Melissa how much the certificate was and she quoted R495. The electricians walked around the house switching lights on and off then told me I had to replace a lot of things in the DB board and was quoted R5000. I obviously told them to take a hike and they stl charged me the R495! Their newspaper advert said no call out fee so what is that amount for if I did not get theme certificate? Does the inspection entail the guy switching my lights on and off? That's ridiculous! Stop with the false advertising!!
