Won't give me back my money

I sent someone a cashsend and it won't reflect on thier number and it wont allow me to reverse the cashsend. I asked ABSA for help but I'm told that the person who i sent money to must call. That person is not willing to call and so that means I've lost my money. I sent an email but not response from ABSA.
