Withheld Settlement Letter by Bank

I have since settled my cheque account in August of this year through the debt collectors that absa use's and I have been to the branch as well contacted the debt collector requesting the settlement letter from them and to my surprise I was told that Absa is the one delaying the settlement letter being sent to me. I do not want to be apart of this bank no longer.

Am still waiting today for that letter.
