What the .....? What happened to FICA processes.

An unknown person / delivery company delivered the above card to my office. The card was delivered to the 1ste person available at reception and handed over without any form of identification. Besides being extremely risky , how did, whoever delivered this card, Identify the person who took delivery of this card? What happened to FICA and simple identification processes? <br> <br> I'm sorry, I can't just accept this as an error. I need a proper explanation and the details of your FICA department urgently. I can't just let this go by unnoticed or unaccounted for.<br>
