was hi jacked in my ford fiesta

was hi jacked in my ford fiesta 2012 model on the 17th of January. My insurance (outsurance ) quickly responded to my clam and settled my car so that i can buy a nother car. So i was looking around until i found something i liked so i app**** for finance at wesbank. They kept on declining me for some reason and i found out that absa still to this day haven't taken the car off the itc list. So even if i send wesbank proof of settlement i still can't afford the car thats half the amount my fiesta was. Absa tells me it takes very long to get it of itc not even a time frame. Why must i worry about this. According to me if a car is settled its off my name but not with absa. How many quarries must i log until they help me.
