unfair payout

I have insured my phones for R7000 and R10 000 respectively and unfortunately I was pick pocketed. I made a claim and was given R4700 and R8499 instead of the insured sum less excess of which is R500 for each item. Absa I direct is ripping clients off and seems to think this is ok. I'm obviously dealing with ************ characters.
