Transfer of money from inactive account to an active account

SARS deposited money in the account that I have closed. I want to the bank to request transfer of money to the active account and I was advised that I should contact NDC as I'm under debt review. From the 15 th of July up to now I'm being taken from pillar to post by these two institutions.
