Shocking service Absa Vehicle Finance

I have been trying to get my car ownership papers from Absa Vehicle Finance for 3 weeks! They initially told me it would take 7 business days. After countless calls to to their head office, I was told the papers were delivered to Absa Clearwater on 22/07(MEWBT***1 TRACKING Number) Since then, I have made many trips to Absa Clearwater, always to be told the papers are not there/ they are closed for deep cleaning and I must come back the next day. Today I had to stand in a line for almost 3 hours and still the papers couldn't be found! I don't know where to go to from here???
