Seriously I must pay again

Paid up my vehicle and sold it in 2008 got the papers from Bankfin, gave this with all the necessary documents to the new owner, new owner ran away sold the car and never took ownership, since then i have been paying the municipality R1000.00 a year for outstanding licence fees. Finally natis tells us the title holder is bankfin, and surprise surprise we need to now take out another R325.00 for a duplicate, mind you the duplicate cost R207.00 now I am in quite a delema I do not have the R325.00 I was never told that after 5 years the documents will be destroyed and worse of all before they destroy them no one informed us. So I feel like I was ill informed I feel that if I was told that should I misplace the documents I would have to pay i would have kept them scanned and backed up on my computer. I feel as if Bankfin did not adequately inform me of the proceedure then. Now i have paid nearly R10000.00 in licence fees I now need R350.00 for a duplicate to take the ownership then I still need to find a way to get my money from the person who is now driving the car. Please can you waver the amount i am really really desparate to sort out the problem.
