Return of uncleared funds

There’s been uncleared transactions due to authorisation hold and it has not been returned to my account. This is the second time this is happening and it’s upsetting that calling customer service does not help , they keep redirecting me to different people for help. There are uncleared amount dating from August till November. Why are they holding on to my money when it should be returned
