"Restrictive Hold" - WHY

Since the beginning of November there is a "Restrictive Hold" on my account due to fica documents not uploaded. I understand that and that is not the problem. The problem is that I have uploaded these documents in December, I have emailed it to the fica dept, I have uploaded it again, I was contacted by the fica people saying that all is in order, YET, the "Retrictive Hold" is not off my account. I have now spoken to several people at the fica help desk and everyone promises me a different story. I cannot make an "instant loan" due to this hold and do not know what to do anymore.
