Reluctant assistance and then ignored

I recently sent an email to actionline but have yet to receive a response or even acknowledgment.

Foregoing details, I require a final permit for my vehicle, however Absa (M. Ntlatleng) has stated that I will not be issue a permit and that I should simply take my vehicle for a roadworthy. Is Absa advising 1. I drive a vehicle to a testing department without any permit or 2. I deliver the vehicle to the testing department on the back of a tow truck.
