Refusing to give my money

Hi, I have opened up an fixed deposit account by myself via internet banking for my daughter's future. About 2 months ago I went to the bank to get the money out but a bank manager and a consultant told my husband and I that I needed documentation to show that I needed the money never stating what kind of documentation. . .so time passed and I got the documentation needed and I went to the bank on saturday gave another consultant my documentation when she told me that she will send it to the regional office and will call me during the week with the decision. I got that phone call today and the consultant told me that it was declined because the documentation that I gave her was not in arrears so basically they are telling me I must be in arrears first before I can get my money that I have put away
