Refuse to close down account!

ABSA is being unreasonable!!!!! My brother has been unemployed since the beginning of the year! He has a cheque account that they refuse to close down because it is in arrears! So basically he keeps getting charged for an account that he clearly is not using and cannot afford anymore! And they are not even willing to offer him alternatives! So disappointing really
