Refusal for termination of fixed deposit

My uncle did a fixed deposit in June last year, and would currently like to terminate the contract, he is unemployed and on chronic medication, has no income except for the interest he receives from the same fixed deposit, which is not enough for his living expenses, he was told that they will not terminate the contract, branch manager in REITZ BRANCH requested proof, proof was submitted yet he still hasn’t received his money! He wants to switch banks and close all his accounts with absa he is still told that he will not be able to terminate the contract, all other accounts can be closed but not that 1 ☹️
