refusal for recall

On 11.02.2015 I paid for a visa application through EFT and then when I called the US consulate they told they did not have an EFT facility and that I should make another cash payment. I paid again and was informed I would get my money from the ETF back after 3 days. After 3 days nothing came back, at the consulate I enquired again and was told I could get my money bank. But a month later I have been told that Standard was refused permission to debit money out of the ABSA account. Why would this be so when records clealrly show that a payment was made twice for the same visa. Who is responsible for refusing to have my money paid back? ABSA or the consulate? Does this not amount to some kind of ******** activity to refuse to reimburse someones money and if it does who is the ********? I would like ABSA to answer this question as they are the bank that serves the US consulate I am sure they must have been consulted at some point about this!
