Really bad service

We are a church in Port Elizabeth that has been with the bank from the days that they were volkskas. I am the person that releases payments from our banking account. I tried to release a payment last week and was blocked from doing so. Subsequently we visited the Newton Park Branch to find out why this was. We spoke to the account manager Tabiso who said that he would escalate the matter to his manager to open the account to be able to pay a contractor that has completed work done on the churches roof.. Nothing happened for the rest of the week and the account is still blocked. We phoned the complaints department and nothing happened. We phoned Tabiso's manager nothing happened. We explained to the parties that debit order would go off against the account and salaries and payments needs to be done on Monday. as to today ( a week later) we are no further with this matter. Please advise what avenue there is to resolve this problem.
