R200 Ink Note at Absa ATM

I withdrew an inked R200 note at Absa ATM Wonderboom, when I tried to buy with it the stores refused to take it. I went to Absa Wonder Park branch and the teller lady refused to exchange it. She said I must to enquiry, that time I really need that R200. Why are proving ink notes and refuse to exchange it?
