Policy payout taking too long.

I surrendered my policy on the 02nd of February but to date i have not received my pay out. I made a lot of contact with Absa Life and submitted everything they required. The last call i made was last week Thursday and I was told that the policy will be paid out. I know that transfers between the banks can take sometime, but not 4 working days.Their promise is to pay within 10 working days. I am very dissappointed because I am supposed to use the money for my daughter's varsity registration.
