Personal loan problems

When going to get a personal loan i was told twice it is ready just come in and sign and when i queried and said make sure i was told yes it is ready come and sign.So when i got there the personal loan was not finalized and lot of excuses were given the manager never signed off and its not my fault.The more i said to her but i asked are you sure it was ready before i came in you said yes i am sure.So my time was wasted and the person i had to pay was not very friendly with me and thinks i am making up lame excuses. I really think that all institutions are going as bad as the example of our country's leadership and it is sad and bad that no one takes pride in what they do any more.
