paid up letter delayed its a month now

I have been waiting for a whole month for a paid up letter yet when you owe them they call every day im even eligible for a refund they said 7 days till date its back and forth from the agent they hand my account over too and them they brookslyt states they have to close and issue refund and send me to Absa then they send me back can i get my money and paid up letter please
