Nothing works

Please assist with this data manager compliance that I am supposed to complete - when phoning the merchant number you are supposed to choose option four and when I do the phone goes dead. I have tried the chat bot and that says no operators no matter when you click there and no one is responding to emails. Then you say you want to fine me if I dont complete it? How am I supposed to get help????
