Not effective and quick response

I submitted all the documents they requested and received no feedback. Every time when I went to follow up, their were another document outstanding for me to complete for the application to be finalise.<br> <br> Why could they nit gave all the necessary documents to complete for start. And if I did not follow up what would have happened, as the feedback from their side was slow.<br> <br> A very lengthy process which I think is unnecessary.
