No pay out funeral plan

A Funeral plan that has not been paid out 1 month after the deceased passed on. The excuse is that there is no beneficiary loaded. Why was the product saved on the ABSA system without an beneficiary? Where must the funds come from to arrange the burial service? Isn't a funeral plan suppose to make things easier in difficult times?
