No funds sent from my mother E/L account

I have been trying to get proceeds from my late mothers bank account into the E/L account without any luck, I’m so exhausted by this never ending exercise which has been pending since beginning of July, over a month ago I was told it’s in the FICA verification stages and I have been waiting ever since, I have probably spent more money trying to call and track the process
