Need Help With Settlement Discount of a CreditCard

Good day, <br> <br> My mother is an Pensioner with a income less than R 4500.00 and Absa Credit Card Allowed her to Credit Card Debt up to R 30 000.00. She cant afford to pay them back and the are not willing to accept her down payment offer. <br> <br> I tried to call the Card division with no success, <br> <br> I Mailed there complaints department without any positive feedback, <br> <br> I Am Willing to help to settle this account but no one want to help with the possibility of sentiment discount!!<br> <br> Is here no law in the credit act that is suppose to protect my mom?
