Money withdrawn after card was stopped

I tried to withdraw money from a atm and my card got stuck. I suspected that it was someone who tampered with the machine. While standing at the atm I phoned absa stop card and stopped my card. I waited a few minutes and phoned absa again. I spoke to another person and said that before I leave the atm I want to make sure my card is stopped. She confirmed. About 30 min later I receive sms that 5000 in total has been drawn from my account! Phoned the stop card number again and explained how my card was stopped half an hour ago yet someone is still using it! I was told to go to my branch and fill in forms to sort it out. I did and provided proof of when calls were made ect. They looked in om the matter and told me I was not getting any money back as I stopped the card too late. I demanded they investigate again as I have proof! Now they phone me today saying they are only willing to pay back 25% of my money? ?? I have all the proof and the error was clearly made by ABSA as I stopped my card well in time? I can prove my side with statements and call records why is this so difficult? Someone at ABSA messed up now they are beating around the bush making ridiculous offers! !
