MONEY TAKEN FROM ACCOUNT SERVICE NOT RENDERED !!!

I have sent money to my sister in USA FOR AN EMERGENCY !!! I used ABSAs western union on their online banking. They deducted the funds but have not sent he code to withdraw the funds and I have called and also emailed. They do not answer or respond to emails . This is really upsetting as this is a serious situation and absa does not seem to care at all !
