Lost Debit Card Overseas - Nobody wants to help

My sister has lost her debit card overseas and has tried every singly avenue to try and get a card to her as she is not coming back to SA anytime soon. She is not able to do anything without her card, but Absa will not issue a card to her overseas or issue a card to us so we can send it to her. It's quite sickening that Absa keeps your money hostage and doesn't want to help you to have access to it!
