Is the Bank Ombudsman really impartial?

A victim of internet banking *****. I gave instructions for ABSA to freeze the accounts into which the money was transferred, once I was notified of two substantial transfers by ABSA. ABSA confirmed that the two accounts were frozen and only R5000 was **********ly withdrawn. After months deliberate negotiations, ABSA was only willing to refund half of the ********** transaction. Is this normal practice by commercial banks? Especially after confirming that the two ********** accounts were frozen?

 Dear Customer  Thank you for bringing this matter to our attention. I have noticed that the matter exhausted all the internal avenues and a verdict was given to you referring to case numbers  *** which was from the Pre-Ombudsman site and case reference *** from the Ombudsman site.
Further to that we are unable to assist from our site. You are at  liberty to pursue the matter outside banking. Kind regards
