Internet banking -account blocked multiple times

I am an ABSA client for many years and usually receive great service from then. But now I am standing in front of a brick wall. I look after my elderly mum's account. I live abroad which makes it a bit more difficult. I have to pay her Old age home and medical expenses etc. on a regular basis. I have visited South Africa over December and I took my mom to her ABSA branch make sure we arrange every thing to enable me to do her internet banking. At first all went well, but then I get locked out of the account. I called the international number I they assisted me and I was able to log onto her account again. Unfortunately this only lasted for about 1-2 days, so I was locked out again. Call the international number again and they assisted me again, I was able to log in again but was locked out of the account in 1 - 2 days ..... this story happened over and over and over again. I have called them about 3 times every week for the past month as well as emailed them, same story happens here. Also mailed about 3 times now to get the account reactivated, just to be locked out again after 1-2 days. Apparently it is about an outstanding fee of only R8 that wasn't deducted. With every call they advised that the fee will be deducted in the next 36 hours, which seems not to happened and that is why they lock the account. I have asked if I can pay in this fee, but I can't, it has to be taken from my mom's account. Calling internationally is costing me a lot of money and it is very frustrating not be able to make my mum's payments when needed. I really don't know how to resolve this issue??
