FIC Act Misinterpreted by Absa Official

On Thurs, 23/04/2015 I went to collect my Credit card at Absa Brooklyn and upon arrival, I was informed by a certain Manager, Kelebetswe Motiang that they will not hand me the card if I do not provide them with Fic Act 38 of 2001 required documents, i.e. ID & and Proof of Address.

I advised the gentleman that I had opened my Absa primary account in September 2014 and I provided all the required Fica documents and to my shock now that I went to collect the card, I was denied and advised I need to provide Fica documents again??? I perused the Act again to see where would there be provisions that every 6 months one would be required to provide documents each time they open a new product with the same institution, and nowhere in the Act I could find that, and furthermore, in October 2014, I bought a vehicle through Absa and transferred my bond from Nedbank to Absa and never I was asked by the Bank to provide Fica docs again, I now want to find out why was I now inconvenienced through the above, and I further need referral to the Act clause that requires me to provide these docs in order to obtain the said Card.
To me this represent Poor client service especially coming from Manager
