Don't return calls and poor workmanship

I Phone ABSA on the 15/04/2019 and ask to log a complaint because the plumber run pipes all over the house on the outside, the person promise me he will contact the plumber and call me back which he never did. This job is already 5 weeks outstanding. Today I need to fix 2 leaks on the new pipes, leak number 3 I will not touch because they all read damage the fitting. The close the under ground joints before the open the water will these also have leaks? They have repaired 3x leaks when they opened the water yesterday already. I had to replaced 2 seals on some taps today all ready because of all the ruble which come out of the pipes. My filter is blocked which i can't open. Can ABSA please tell me what is the next step? I also want to know who will repair the paving my entrench is inaccessible and an ABSA service provider all most break the water meter when they exit the yard with there vehicle , they say they don't repair the paving. Who must close all the drilled holes
