disappointed

My brother has been paying his car well until he lost a job and he made arrangement to pay and it was arranged after he managed to pay bulk outstanding of 30k for arreas .he continue to pay every month and now bank collections is calling none stop saying they need to repossess a car as it was a long process done even thought arrangement was done .how can you deduct money in his account and still repossess a car .
