delay in withdraw

I called the ABSA pension fund requesting to withdraw my pension fund. This was on 04 February 2016. They send me a withdrawal from which I completed and sent back, which needed to be signed by my previous manager. I have since been waiting for my manager to sign and she refuses to do so. To this day, 3 weeks later, 24 February 2016, I am still waiting for the manager to sign it. I called her and she said it needed to be signed by her superior which is not true coz the form states she has to sign it. I want to withdraw my pension before the new legislation comes into effect but they are making it impossible for me. There should be a better way to manage this system. I resigned from ABSA 5 months ago already. My pension fund should not be affected by a delay from my previous manager. This is unfair. I want everything sorted by the end of the week, before February ends.
