Declined purchase

I am using a application on my PC called blue stacks, its an android phone emulator which I use to play cellphone games on. I have tried to purchase in game credit using my credit card. Upon trying to purchase i get an error, Declined purchase failed high risk however i still got an sms charging me for R8 authorization fee. I don't understand why im being charged and still its declined. If its in error im hoping you could help and refund the incorrect charge or give some clarity. After a few attempts it eventually did accept it using it from my actual phone.
