Declined Finance with no explanation

After Applying for Finance I got declined for with no reason. I have completed my debt review early, 8 months ago and yet their systems are not updated and they keep declining me. According to NCR Regulation it is not allowed to be held against you if you have completed Debt Review... Yet the bank is still using it against me, and not explaining why they decline me. What a load of *******, why was the credit regulation put into place? Why if you record is otherwise good and you have proved that you can manage your debt mus tit be held against you for ever...? ******* Corporations! No Support for the Consumer!
