Declined Credit Card

I have been speaking to an agent at ABSA for twenty minutes only for her to walk me through an internet application of which I have already been declined twice for. I had agreed to go through this application again thinking that the outcome would be different as the agent called me after a significant amount of time compared to the first time I app****. My concerns are is why is ABSA advertising credit cards as so easy to qualify for when I am being declined. I do meet the salary requirements for the credit card however I was declined multiple times. On the ABSA website I read that the starter credit card is a good way to build a credit score but the implication is that customers must first build a credit score elsewhere to qualify for this credit card so I can build up another credit score? MAKES NO SENSE. I dont have any accounts and this shouldn't be an issue because their credit card is advertised as ''Build a credit score with this credit card'' My second concern is why can't agents see that I have app**** before and been declined twice, so therefore, they should not call again. I was mislead to believe that when I was called today, it was a different method of application.
