Credit card not usable online

Received my brand new credit card today. Cannot log into internet banking on pc, only on the phone. And cannot make any online purchases at all, or even link the card to PayPal. Works at point of sale only. Called about 7 or 8 times this morning, spoke to different people and nobody can tell me what the issue is or what to do. The last call I made dropped after I did the tedious menu selection process. Very inconvenient.
