Crazy cash deposit fee

I went to the Northgate ABSA bank to deposit money into my partners cheque account and also make another deposit into my savings account. When I got there all ATM's were not accepting any cash deposits. I then proceeded inside the bank. I deposited R120 into my savings account and was charged R48,20 cash deposit fee. This is pathetic. If that's the going rate for depositing inside the bank, then that fee must be waived as it's not my fault that all atm's are not taking deposits. p.s. I wonder how much cash deposit fee was charged for my partner as I deposited R6700 into her account.
