Claimed for garage roof damage. The claim was declined for ceiling damage

I submitted a claim for Storm Damage to my garage roof. My claim *** was declined on damages to the CEILING DUE To LEAKING ROOF. I didnot submit a claim for a ceiling. I ask the claim handler the explanation what is the definition of Storm damage, he couldnt answer me.
