Charging for an expired debit card

My money builder account card expired at the end of Feb 2015. Initially when I got this account/ card I did not ask for a debit card with an expiry date.
When I went into Absa branch in Umbilo at Queensmead mall this morning, Amanda was most unhelpful. She told me I need to deposit R80 in my account so I can be reissued with a new card! What ********! My card is not lost or ****** or damaged, it is expired because Absa for some reason is issuing debit cards with expiry dates. Is this a money making scheme? As if I don't pay enough bank charges as it is!
Why am I being penalized for something out of my control? As far as I know a client is only charged if they have lost, damaged their card.
I refuse to pay R80 for something that is not my fault. My daughter worked for Absa for 3 years, clients were never charged for expired cards. Clearly Amanda was too lazy to do her necessary checks and procedures to issue a new card hence she refused to assist till I paid R80 into my account.
