Card tapping magic

My credit card stopped tapping, so I went to a branch and they said I needed to pay for a new one. Firstly that looks really bad, because you're asking me to pay again for a product that I already paid for. Then .... suddenly my card starts tapping successfully again!! What kind of sorcery is this? If you fixed my card in the branch, why did you try get me to pay for a new one?
