Cannot use card for online transaction

This has been going on for a while, I want to use my card on paypal but the bank is rejecting it, I called the enquiries they say I must call the bank, I called the bank they say I must call enquiries, I don't want another card now, I just need it to work on paypal, my wife banks with nedbank and she has a debit card and it works with paypal, please let me know if I must change to nedbank?
